The biggest water saving in most houses is not a new fixture. It is the leak nobody has found.
California water supply is a long-running constraint and the Monterey Peninsula has had tighter conditions than most. Reducing household use is worth doing, and it is also an area with a lot of marketing noise.
Here is the honest order of impact. First, find and fix leaks — a running toilet flapper wastes more than most fixture upgrades save, silently and continuously. Second, replace genuinely old high-flow fixtures, particularly toilets from before modern flush standards. Third, consider aerators and showerheads, which help but are the smallest item and the one most often sold as though it were the biggest.
We will also say what we will not promise. We cannot predict your savings, because it depends entirely on your current fixtures and household. Any contractor quoting you a specific percentage before looking at what you have is guessing.

Will a low-flow showerhead ruin my shower?
